Minutes:

Dr. Susan Legutko, Assistant Superintendent for Business Affairs, provided the attached visual presentation of the 2022-2023 budget that included the proposed millages, roll-back rate calculation, and proposed revenues and expenditures for all funds.  The total millage to be levied is more than the roll-back rate by 7.43% so the district will be required to advertise a tax increase.  The unassigned General Fund balance on June 30, 2022 is estimated at 5.01%, with an estimated 5.00% on June 30, 2023.  The district's total tentative budget (all funds) for the fiscal year 2022-2023 is $593,489,578.  The final public hearing to adopt the final millage and the budget for 2022-2023 will be held on September 8, 2022.

3. Adopt the 2022-2023 Required Local Effort Millage Levy

That the Clay County School Board adopt the 2022-2023 final proposed required local effort mill levy of 3.171 with a proposed amount to be raised of $52,497,383. The RLE millage includes basic RLE of 3.161 and a prior adjustment millage of .007.

That the Clay County School Board adopt the 2022-2023 final proposed total millage will equal 6.419 with a total amount to be raised of $106,269,536. The total millage rate to be levied is more than the roll-back rate by 7.43 percent.

Minutes:

Representatives from the Operations Department provided the attached visual presentation.  Bryce Ellis, Assistant Superintendent of Operations advised the presentation was a collaborative effort across the district and extended thanks to individuals who contributed to the plan.  This is a tentative plan that may be revised as needed.

Lance Addison, Coordinator of Facilities & Planning, highlighted student enrollment and data trends, areas of growth in Clay County, and projected school needs, pointing out the need to maximize school capacities district-wide to accommodate growth and manage construction costs, and strategically prioritizing construction with a focus on the southeastern portion of the county. 

Dr. Michael Kemp, Director of Facility Planning and Construction, discussed capital revenue sources, projected revenue across funding sources, district capital outlay expenditures, and what has been accomplished during the 2021-2022 year utilizing capital dollars.  Dr. Kemp noted the challenge of significant growth in combination with the sequential increase in the cost of construction materials and supplies.

Scott Wiand, Director of Transportation, provided an update re improvements in bus transportation and equipment and the associated costs.  Large projected growth will necessitate the purchase of additional buses.  Processes have been revised to encourage the attraction and retention of bus drivers but the district continues to navigate the staffing challenges experienced nationwide and the utilization of double-back routes due to a shortage of bus drivers.

12. School Board Member Comments
Minutes:

Mrs. Bullock welcomed back teachers and students to a great start of the year and noted school supplies available at various locations.  Mrs. Bolla noted that the next board workshop is scheduled for August 23, 2022.  That date being election day, the board may consider revising the start time of that meeting.
