Description

This item seeks Board approval for a revised version of Supplemental Spot Survey 7.5. The original survey, approved by the Board on November 6, 2025, has been updated following a comprehensive administrative review. This revision ensures full alignment with the Clay County School Board’s strategic initiative to reduce the district's reliance on portable classrooms.

The updated survey incorporates 27 additional school facilities and 180 relocatable units exceeding 20 years of age. Upon approval, this version will supersede the previously approved document in its entirety.

A "Spot Survey" is a formal requirement of the Florida Department of Education (FDOE) whenever a school district initiates changes, additions, or deletions to its facilities inventory. Per standard procedure, the FDOE reviews and approves the technical aspects of the spot survey, followed by final approval and adoption by the local School Board.

Furthermore, Florida Statute 1013.21 mandates that student stations in relocatable facilities exceeding 20 years of age shall be removed from the district's inventory. While the original statute was enacted in 1998, its provisions remain in force and govern the district's long-term facilities planning and the decommissioning of aging portables.

Gap Analysis

Failure to approve the Revised Supplemental Spot Survey 7.5 will halt or delay identification, removal from service, and elimination of portable classrooms when funding is allocated.
