 Consent Item C-11 was moved to Discussion by Mr. Bolla. Following approval of the Consent Agenda, Mrs. Vallencourt called attention to Items C-7, C-8 and C-9 which endorse Administrative Professional Week/Day, National Teacher Day and National School Nurse Day.  She thanked all the employees for their hard work and dedication to the students of Clay County.

 Pete Morgan and Cathy Holton expressed concerns similar to the scheduled citizens. The parents are asking for an exception to the admissions process so that children who live in the OPE neighborhood can attend their neighborhood school.   Following all speakers, the Board discussed the situation at OPE.  It was noted that OPE was converted to a "Concept" school in 1993 in an effort to save the school as a result of its low enrollment due to the maturing neighborhood.  The registration process was changed later from a first come-first serve basis to the lottery process due to liability issues that arose when parents started to "camp out" on school property days before the registration period began.  Since its inception, the school has been very successful and the majority of the Board was reluctant to make any changes.  Mr. Bolla felt  it might be good to consider creating another concept school in another location in the county.  It was agreed that staff will bring information back to the Board showing the demographics of all students currently attending OPE.  44. C-11 (Bolla) 2007/08 Special Pupil Requests: 2007/08 Non-Resident Admissions GuidelinesAttachment: 2007-2008 SPR  MEMORANDUM.pdf
 Minutes: Mr. Bolla pulled this item for continuation of the discussion from last month.  He is concerned with the exception made for non-resident students of business owners in Keystone Heights to attend KHE, especially since the school is over its recommended capacity.  Following brief discussion, Mr. Bolla made a motion to strike the verbage that allows this exception from the policy, but the motion failed for lack of a second.  Denise Adams, Assistant Superintendent for Instruction, stated that Keystone Heights is a small community that depends heavily on the small businesses, and that there are only six students currently attending the school under this exception.

 48. Constance HigginbothamMinutes:
 Ms. Higginbotham, President of the Clay County Education Association, gave a brief update on legislative issues.  She also expressed the concern of many teachers about the longer lapse before the first paycheck for next school year due to the later start date.  Teachers' first day will be August 13, 2007 and the first scheduled pay check will not be issued for a full three weeks on  August 31.  The teachers are asking about the possibly of a check being issued on August 15.  The superintendent and staff were aware of this concern from teachers and had met earlier in the week to discuss the issue.  However, they were not able to come up with any physical, financial, or legal way to make this happen for ALL employees.   Dr. Copeland, Assistant Superintendent for Business Affairs, mentioned that a check could possibly be issued on August 24th, but the next check after that would not be until September 14th.   Superintendent Requests
 49. Emergency ItemMinutes: Declaration of emergency:  The District's Instructional Division has determined that Kids Corner Tutoring, Inc. is in default of the terms of its contract with The School Board of Clay County in that it is representing that tutoring is being done when it has, in fact not been performed.  Time is of the essence in rescinding this contract so that the school district can stop its losses in paying for work that has not been performed.  Failure to declare an emergency would result in continued default by Kids Korner Tutoring, continued loss by parents and continued loss by the school district.  It is in the best interest of the School Board and students and parents to consider this matter on an emergency basis.

 At Mr. Bolla's request, an update was given on the following issues:  bussing for students attending Clay County academies; school concurrency; email public records. Mrs. Vallencourt briefly reviewed the proposed bill by Senator Gaetz regarding the school start date. Adjournment
