5. Review 2020-2021 Tentative Budget for all Funds

Minutes:

Dr. Susan Legutko, Assistant Superintendent for Business Affairs, presented the tentative budget for the 2020-2021 fiscal year and explained how the roll-back rate is calculated.  She reported the total millage rate to be levied exceeds the roll-back rate by 2.53%, so the district will be required to advertise a tax increase.  The first public hearing on the millage rates and the tentative budget will be held on July 28, 2020.  The proposed annual budget for all funds for the 2020-2021 school year is $465,641,696.  The unassigned General Fund balance on June 30, 2020, is estimated at 5.00% with an estimated 5.00% at June 30, 2021.

Mrs. Kerekes requested addressing a plan to transition the police department expenditures to the General Fund, in order to permanently fund and maintain the police department, independent of current one mill funding being approved again in future years.

In accordance with the legal advertisement of this meeting and due to the current public health emergency, public comments were to be taken on listed agenda items, via a comment link on our webpage (directions provided in legal advertisement), submitted prior to 4:00 p.m. on July 13, 2020, to be considered.  No comments fitting these criteria were received.

8. Superintendent's Comments
Minutes:

Superintendent Broskie provided a brief update on the reopening of schools.  Currently, approximately 80% of students have selected the brick and mortar option, with the remaining 20% choosing some form of distance learning.  The calendar committee is currently working on a recommended revision to the calendar to provide for a student return date of 8/24/2020.

The board members expressed appreciation for the wonderful graduation ceremonies in which they participated.

Dr. Legutko, Assistant Superintendent of Business Affairs, informed the board of the Office of Program Policy Analysis and Government Accountability (OPPAGA) audit and advised the board of their opportunity to participate if desired.
