Minutes:

Dr. Susan Legutko, Assistant Superintendent for Business Affairs, provided a visual presentation of the 2019-2020 budget that included the proposed millages, roll-back rate calculation, and proposed revenues and expenditures for all funds.  The total millage rate to be levied is more than the roll-back rate by 19.44 percent.  The district's total tentative budget (all funds) for the fiscal year 2019-2020 is $440,335,363.  

Dr. Michael Kemp, Assistant Superintendent for Operations, explained the purpose of the district's Educational Facilities Plan, revenue sources, and much-needed facility maintenance and repairs.  Dr. Kemp noted that of the seven projected revenue sources the district is expected to receive, only LCIF (Local Capital Improvement Funds) can be used for routine maintenance and repairs.  Mr. Jim Fossa, Coordinator of Facility Planning,  reviewed projected growth and the impacts to the school district expected in the next few years.

2. Public Hearing for Comments on the 2019-2020 Budget and Millages

With no other speakers, the public hearing was closed. 

3. Adopt the 2019-2020 Required Local Effort Millage Levy
Motion
That the Clay County School Board adopt the 2019-2020 final proposed required local effort mill levy of 3.799 with a proposed amount to be raised of $48,280,899. The RLE millage includes basic RLE of 3.791 and a prior period adjustment millage of .008.

That the Clay County School Board adopt the tentative budget for the 2019-2020 school year as follows: General Operating in the amount of $349,863,056; Special Revenue Budget in the amount of $33,968,147; Debt Service Budget in the amount of $5,849,536; Capital Outlay Budget in the amount of $50,654,624, for a total Final Budget of $440,335,363.

Stanley Pfenning - Mr. Pfenning was not allowed to speak because he refused to comply with School Board Policy regarding those who wish to speak at School Board meetings.  

Attorney Bruce Bickner stated that School Board Policy requirements are in line with Florida Statutes and must be uniformly followed.
