Chair Studdard opened the public hearing.  With no one coming forward to speak to the item, the public hearing was closed.

Mrs. Bullock noted that the purpose of this is policy is for community partnership schools to be able to transport students to medical appointments.

Bruce Bickner, School Board Attorney, advised that paragraph 9 of the proposed policy would be deleted from the policy, and the content of that paragraph would be addressed through a Memorandum of Understanding.

Minutes:

Mrs. Kerekes requested additional information relating to the number of out of field teachers.  Brenda Troutman, Interim Assistant Superintendent of Human Resources, explained that the number of out of field teachers pertains to the required endorsements which typically take 3 - 5 years to complete.  This year, the endorsement requirements are more critical because the Florida Reading Plan has imposed a deadline of December 31, 2020 for teachers out of field in reading to complete the required competencies.  CCDS has given personnel a deadline of the end of the 2020 - 2021 school year in order for teachers not to be eliminated mid-year.  Teachers may take the reading test to satisfy this requirement and the district will reimburse teachers for the expense of the test, once the teacher has passed, as well as provide reimbursement to have the endorsement added to their Florida Teaching Certificate.

26. School Board Member Comments
Minutes:

School Board Attorney Bruce Bickner advised that notice of the half-cent sales tax referendum was published in Clay Today on October 1st and will be published again on October 15th.  Mr. Bickner also noted the upcoming retirement and service of Joy Frank, Attorney for Florida Association of District School Superintendents.

Board member comments included recognition of National Principals Month and the contributions of district school principals; the good work and opportunities afforded through Adult and Community Education; recognition of Melanie Sanders, Director of Exceptional Student Education, by city leaders in Keystone Heights; recognition of Janice Tucker, Assistant Principal of Orange Park Junior High by Delta Kappa Gamma as Woman Educator of the Year; recognition of Mrs. Bullock for being noted by Florida School Boards Association in a recent publication; and the desire to address legislative priorities at the November board meeting.
