1. Winners of the Len Mattiace Foundation contest, "Stop the Bullying"
Minutes:

Kellie Guilfoyle, Director of Climate and Culture, introduced Len Mattiace, who recognized the winners of the Len Mattiace Foundation Anti-Bullying Campaign, a contest open to students in grades 6 through 8. Students submitted artwork/projects incorporating the themes of kindness, inclusion, and compassion. The top student winner received a $1,000 award.

2. Recognize Schools Earning the Florida Department of Education's Purple Star School of Distinction
Minutes:

Kellie Guilfoyle, Director of Climate and Culture, and Captain Ryan Dexter (Commanding Officer NAS JAX) recognized five (5) schools for achieving the designation by the Florida Department of Education as a 2025 Purple Star School of Distinction. This designation recognizes schools that support the unique needs of military families through the implementation of activities. Each school maintains the awarded designation for a period of three years. Schools being recognized are:

  • Fleming Island Elementary School
  • Fleming Island High School
  • Green Cove Springs Junior High School
  • Ridgeview High School
  • Thunderbolt Elementary School

6. Quarterly Presentation of Office of Safe School Data
Minutes:

Matthew Boyack, Director of Safety and Security, reported that, per Florida Statute 1001.212(13)(c), the Office of Safe Schools is required to provide quarterly reports to each district school superintendent and school safety specialist identifying the number and percentage of schools, including charter schools, that were inspected or reinspected during the quarter, and the number and percentage of inspected schools that had no school safety requirement deficiencies. The school safety specialist is then required to present each quarterly report to the district school board in a public meeting.

For the second quarter of the 2025-2026 school year, Clay County District Schools had nine (9) schools inspected or reinspected by the Florida Department of Education of Safe Schools. This represents approximately 20 percent of district schools. Every inspected school was found to have no school safety requirement deficiencies.

Mr. Boyack expressed his gratitude to school leaders, teachers, and support staff for their dedication to maintaining safe learning environments through their commitment to daily vigilance and attention to detail. He thanked the school board and superintendent for their strong leadership and support in ensuring Clay County excels in both the letter and spirit of the law to protect students and staff.

7. Career and Technical Education Presentation

Minutes:

Alice Paulk, Supervisor of Career and Technical Education, shared the attached visual presentation highlighting the wide variety of CTE programs offered in Clay County District Schools. College and Career Coach visits to junior high schools and junior high visits to high schools to view programs have increased student engagement. A Comprehensive Local Needs Assessment (CLNA) was completed to obtain input of business partners and stakeholders to develop the Career and Professional Education (CAPE) Strategic Plan. Industry certifications earned for the 2024-2025 school year totaled 3,291, an increase of 1.375 over the previous school year. Over 11,000 students are enrolled in CTE programs. Additions to the CTE program will include advanced manufacturing at Oakleaf High and Orange Park High.

36. School Board Member Comments
Minutes:

Mrs. Gilhousen noted fun events throughout the past month that celebrated students' accomplishments.

Mr. Alvero requested a review of the board policy on students' prohibition of political activity and demonstrations to ensure it complies with a recent communication from the Commissioner of Education.

Mrs. Clark would like to work with Human Resources to explore options to address teacher compensation. She thanked Bryce Ellis, Assistant Superintendent of Operations, for working out an agreement for the leasing and management of district vehicles to reduce costs. She appreciated students' participation in the recent spelling bee, noting their kindness and encouragement of one another. She appreciated Civics Teacher Michael Taft, Green Cove Springs Jr. High, for all he does for students, as well as the organization of the naturalization ceremony held at GCJ. She noted the upcoming Clay Can Dance night being held on April 11th, to raise funds for CTE students, with food provided by Ridgeview High culinary students.

Mrs. Hanson appreciated the Fine Arts department and the excellent singing performances she recently enjoyed. She advised that the board has important business to do as they work together, and she prays that the mission for students be addressed in the best way possible as they work through obstacles. She noted the plentiful good work being done in the district and thanked Wilkinson Elementary for allowing her to read books to students last week.

Mrs. Skipper appreciated  Early Literacy Night, which she attended with her child. She noted the exceptional accomplishment of students being recommended by a congressman to elite military schools. She advised that her focus includes bringing parents back into schools. She has visited schools in recent weeks and encouraged any teacher who would like her to observe, help teach, or assist in any way to contact her. She would like to explore having a student liaison(s) for board members,  to include the student perspective re policy-making, and wants to have an open discussion on how to implement that initiative.
