2. Recognition of 2024-2025 School Related Employee of the Year Teacher of the Year, and Rookie of the Year
Minutes:

Carolyn Krall, President, Clay Education Foundation, recognized the following individuals:

3. Recognize Schools Earning the Florida Department of Education's Purple Star School of Distinction
Minutes:

Kellie Guilfoyle, Director of Climate and Culture, Teri Wanamaker, NAS Jax School Liaison, and Captain deWindt (Commanding Officer NAS JAX) recognized three (3) schools for achieving the designation by the Florida Department of Education as a 2024 Purple Star School of Distinction.  This designation recognizes schools that support the unique needs of military families through the implementation of activities.  Each school maintains the awarded designation for a period of three years.  Schools being recognized are:

  • Coppergate Elementary School
  • Oakleaf Village Elementary School
  • Swimming Pen Creek Elementary School

4. Safety and Security Quarterly Report (Q2)
Minutes:

Matthew Boyack, Director of Safety and Security, reported that per Florida Statute 1001.212(13)(c), the Office of Safe Schools is required to provide quarterly reports to each district school superintendent and school safety specialist, identifying the number and percentage of schools, including charter schools, inspected or reinspected during that quarter and the number and percentage of inspected schools that had no school safety requirement deficiencies.  The school safety specialist shall present each quarterly report to the district school board in a public meeting.  Results for Clay County District Schools are as follows:

In the second quarter of the 2024-25 school year, Clay County District Schools had fifteen schools inspected or reinspected by the FLDOE Office of Safe Schools.  This represents 34.09% of CCDS schools (15/44).  Eleven of the fifteen inspected schools, or 73.3%, were found to not have any school safety requirement deficiencies, bringing the running total to fifteen of nineteen schools having no compliance issues for the year.

5. Career and Technical Education Presention
Minutes:

Alice Paulk and Kelly Mosley, Supervisors of Career and Technical Education (CTE), shared the attached visual presentation highlighting the wide variety of CTE programs offered in Clay County Schools.  CTE supports include the following:

  • College and Career Coaches in secondary schools to work closely with new teacher coaches
  • Recruitment of teachers from various certification fields
  • Recruitment of students by exposure the offered programs
  • Teacher training to include summer training, professional learning community time, professional development with FDOE, and advisory board meetings
  • Comprehensive Local Needs Assessment held every two years with input from business partners and stakeholders
  • Career and Professional Education (CAPE) Strategic Plan
  • Florida Department of Education curriculum frameworks
  • JaxUSA regional workforce partnership

CTE "by the numbers" data was also highlighted to include data on industry certifications, variety of programs, number of students enrolled in CTE programs, and College and Career Fair events held annually.

Minutes:

Chair Skipper opened the public hearing.  Bruce Friedman came forward to speak to this item.  The board chair clarified the item being addressed and Mr. Friedman excused himself and later spoke during the public comment portion of the agenda.  The public hearing was then closed.

37. Superintendent's Update
Minutes:

Superintendent Broskie shared the attached visual presentation highlighting the following:

  • Schools of the Month
  • Students of the Month
  • Literacy Week
  • CTE Month
  • Florida Prepaid Scholarship - Essay Contest
  • Upcoming Events

Mr. Broskie also addressed comments regarding salaries of veteran teachers, noting that the district has provided $54M in the last four years and commending the board for their work and continued focus on this issue.

38. School Board Member Comments
Minutes:

Mrs. Hanson thanked Mr. Broskie for recognizing the work of the board and stated the salary problem was created long before she became a board member and that the board sits and focuses on veteran teachers' salary.  She will have visited 22 schools by the next board meeting and has spent time listening to teachers and administrators, noting the importance of stakeholder input and the great ideas that have come forth.  She has enjoyed participating in numerous activities across the district that include Eagle Scout ceremonies, literacy events, guest readers at schools, and the fine arts program events.  She will offer office hours at Keystone Heights Jr./Sr. High and a link will be provided on the website to sign-up for an appointment time.

Mrs. Clark appreciated the staff at Oakleaf Junior High, indicating they do a great job with a positive attitude.  She thanked Mr. Taft at Green Cove Springs Junior High for organizing the naturalization ceremony.  She promotes the many offerings through Career and Technical Education at every opportunity.

Mr. Alvero has been working with Take Stock in Children, a statewide program that assists students with low-income to provide an opportunity to graduate and continue in a career.  He thanked the fire departments of Clay and Jacksonville for their work in finding students interested in participating with the Take Stock in Children program.  He also thanked parents for participating in school board meetings.

Mrs. Gilhousen advised January has been a busy month with athletic competitions, school visitations, and enjoying books with children as well as developing literacy initiatives at her day job.  She noted that books draw people together and help find common ground.

Mrs. Skipper has participated in unique opportunities and training experiences, meeting with several elected officials and asking questions about plans for the future of the educational system.  She appreciated Congressman Aaron Bean's participation in Early Literacy Week and sharing on the floor of the House the ranking achievements of two Clay County schools for recognition across the nation.  The board discussed scheduling Florida School Boards Master Board Reinstatement training.  The governor's request for more teacher pay was also noted.

Mr. Broskie noted the schedule change that necessitated Fair Day becoming a regular instructional school day.
