1. Opening Comments
Minutes:

Mrs. Studdard took the opportunity to celebrate two accomplishments.  Clay County Schools received an "A" school report card grade for 2017-2018, ranking 8th compared to other county school districts in the state.  She also announced that agreement has been reached with both collective bargaining units and ratification votes would be scheduled soon.

Minutes:

Jackie Cory, Director of Support Personnel Services, introduced retirees who were in attendance.  The 117 employees retiring during the 2017-2018 school year collectively represent a total of 2,375 years of service in the district.  See attached list for employee names.

19. School Report Card Grades
Minutes:

Dr. Kemp conveyed the Superintendent's excitement over Clay's "A" school grade and the overall school ratings.  In a pre-recorded audio message, Superintendent Davis relayed his elation and reflection of all the hard work of students, teachers, administrators, and parents. The district improved in percent of possible points earned, moving from 61 percent ("B") to 64 percent ("A").  Overall, Clay County now ranks 8th in the state in percent of possible points earned.  The results validate the work we are doing internally and collectively as an educational team.  Dr. Kemp followed up with his own positive comments about the 2017-2018 results.

Minutes:

Mrs. Kerekes pulled the item and raised concerns with the 2018-2019 reappointment of an employee in light of her request for an investigation of alleged wrongdoing.  Mrs. Kerekes suggested postponing the reappointment until the investigation is complete.  Board members voiced their opinions.  Some felt this violated the employee's rights by discussing the issue with an ongoing investigation and, until the outcome, felt there was no just cause to withhold the reappointment of the employee in question.  It was noted that the Superintendent had emailed the Board about this situation prior to the meeting and had asked the Board to move ahead with approval.  He would then take appropriate action later if the investigation turned up any impropriety.

Mr. D'Agata expressed his desire to schedule a workshop to continue with Board Policy review and that it would be advantageous to move ahead to the Human Resources section to review rules that apply to administrative procedures and due process rights for employees.
