1. Recognize McRae Elementary School for earning East Coast Technical Assistance Center designation
Minutes:

Ryan Widdowson, Supervisor of Federal Programs, introduced Marjorie Murray, Director of the East Coast Technical Assistance Center (ECTAC), who recognized McRae Elementary School's selection as an Exceeding Expectations Award School, based on a combination of criteria consisting of FSA scores as well as observations and interviews that occurred during a site visit.  Tammy Winkler, Principal, and Tracy Burt, Assistant Principal accepted this award on behalf of McRae Elementary School.

Makayla Buchanan, Executive Director, and Lisa Ashworth, Board Chair of Clay Education Foundation introduced Missy Peters, Executive Director of Community First Cares Foundation, who presented a check in the amount of $50,000 in support of Clay Education Foundation's initiatives.

Makayla Buchanan, Executive Director, Clay Education Foundation, shared the attached presentation to provide a brief update of the Clay Education Foundation's work and accomplishments in the key areas of STEM career pathways expansion, investments, partnerships, and events.

4. Cost Savings Report from Cenergistic, Inc.

Minutes:

Phil Hans, Director of Maintenance, introduced Roseann Jolley from Cenergistic who gave an overview of the district's cost savings and reported on the value of having this energy program.  Currently, 27 of the district's schools have earned the EnergySTAR certification demonstrating their commitment to high standards in energy conservation.

Three students were recognized as contest winners for creating a mascot representative of the district energy conservation program.  Each student received four tickets, donated from the Clay County Fair Association, for entry to the 2022 Clay County Agricultural Fair.

Minutes:

Chair Bolla discussed the privilege and process of naming a new school and outlined the final three options proposed for the board's consideration:

  • Spring Park Elementary (minnow mascot)
  • Black Creek Trails Elementary (rambler or ranger mascot)
  • Magnolia Mills Elementary (owl mascot)

Mrs. Kerekes requested to know if an option existed for obtaining additional naming suggestions.  Bruce Bickner, School Board Attorney, advised that there exists no precedent for such action, but that would be feasible in the case of a voting deadlock.

Board members discussed personal preferences and supporting rationale.

Minutes:

Chair Bolla introduced this item and stated that the attached Resolution had an effective date later than she anticipated so the effective date will be changed to 12/30/2021.  Copies of the revised Resolution were provided to the board.  The idea being brought forward is to change school board members' district numbers to align its numbers with those of the Board of County Commissioners.  The BCC is precluded from changing its numbers by statute.

Mrs. Kerekes pointed out that the School Board and the BCC do not currently have identical boundary lines, which she believes is of greater importance than the alignment of district numbers.  She believes this could potentially confuse the election cycle and is not in favor of revising school board district numbers.  She expressed concern over creating an issue for candidates who have already filed to run for office should the numbers change.

Mrs. Clark advised she has interacted with community members who are confused by the difference in district numbers.

Mrs. Bullock expressed concern for unintentional consequences.

Mrs. Bullock expressed her concern re the adequacy of mental health counselor allocations and would like to see those allocations increased to provide greater supports for increased student needs.  Superintendent Broskie advised staff would review this area for need and ensure that mental health assistance is distributed evenly across the district, and he made note of additional assistance provided via a third-party vendor to support mental health needs.

Mrs. Kerekes requested that backup for agenda items be included in the agenda and accessible to board members at least seven days in advance.

Minutes:

Mrs. Bullock extended thanks to Mrs. Ellis and staff for their efforts in addressing decades of needs at Keystone schools.  She appreciated the public's support of the needed sales tax, but stated that this is a band-aid approach to addressing the issues of overcrowding, narrow walkways, broken water pipes, and a public road for bus loading.  

Mrs. Gilhousen advised she participated on the committee that interviewed the architectural firm for this project and believes the selected firm has a heart for the Keystone community and is aware of the maintenance issues that have been problematic on that campus.

Board members expressed their understanding and regret of the difficulty this proposed change poses for some families.  Appreciation for citizens who came to share their concerns was expressed.  The overcrowding of the Oakleaf schools is a critical issue with safety components that requires addressing, and the opportunities afforded by the Orange Park schools were noted.  Mrs. Kerekes inquired into any other alternative solutions and was advised this is the only and best option.
